The proposal aims to expand the nation’s limited treatment infrastructure by taxing the platforms that facilitate the spread of illegal gambling content.

Linking Distribution to Liability

Members of the People’s Representative Council’s Commission III, led by lawmaker Gus Abduh, argue that Big Tech platforms are no longer passive observers in the gambling crisis. Because digital channels are frequently used to amplify unauthorized “judol” content and influencer endorsements, they must contribute to the public health solutions required to treat the resulting harm.

Gus Abduh stated the core philosophy of the bill:

“Social media platforms need to be involved in creating rehabilitation centers. platforms helping circulate such content should also help support the systems needed to treat the harm it can create.”

Expanding Limited Infrastructure

Indonesia currently faces a significant deficit in rehabilitation facilities compared to the rising demand. By holding social media giants accountable, the government hopes to create a dedicated funding pool to expand state-run clinics and specialized treatment programs.

This legislative push is part of a wider national crackdown that has already seen over 33,000 bank accounts blocked and several rural banks revoked.

By shifting the focus from individual gamblers to the digital infrastructure that enables them, the Indonesian government along with the new bill, is moving toward a pioneering model of “digital public health accountability” that could serve as a blueprint for other Southeast Asian nations struggling with online gambling proliferation.
