Hong Kong plans to legalize betting on basketball in order to capitalize on the sport’s popularity and generate much-needed government revenue.

According to the South China Morning Post (SCMP), Paul Chan Mo-po, Financial Secretary of Hong Kong, the city is looking for measures to address the growing budget deficit.

One of the most likely options is the legalization of basketball betting, which the city believes could provide a steady source of tax income.

At the moment of writing, Hong Kong is facing an estimated budget deficit of HKD 100 billion ($12.9 million), where the Hong Kong Jockey Club (HKJC), the city’s only operator for horse racing and soccer betting, will be granted permission to offer legal basketball betting.

Moreover, given that soccer and horse racing bets are already legal and a source of income for the city, lawmakers believe that adding basketball as a legal betting option could further improve tax revenues and help tighten the fiscal gap.

According to industry experts, there are more than 150,000 bettors in Hong Kong currently placing wagers on basketball games via unlicensed operators, and authorities hope that legalizing the market could redirect at least 60% of players to a regulated platform in order to ensure greater oversight and tax benefits.

Winfried Engelbrecht-Bresges, CEO of the HKJC, stated that residents of Hong Kong have wagered around $45 billion in 2023, with a whopping 15% of that amount attributed to basketball betting.

Additionally, the CEO believes that legalizing the activity could generate roughly one-third of the revenue currently brought in by soccer betting, a move that will further strengthen the city’s finances.

Given both regulatory and economic concerns, Hong Kong’s decision to legalize basketball betting could have a major positive impact on not just the city’s budget, but the overall betting landscape as well.
