The Dominican Republic is poised to set a new regional benchmark for player protection following the authorization of Bill No 184-2026 by the Ministry of Finance and Economy.
The mandate introduces a comprehensive “Responsible Gambling Charter” that mandates the creation of a centralized National Self-Exclusion System, making the Dominican Republic the first Caribbean nation to implement such a universal safeguard across all gambling sectors.
Modernizing the Regulatory Framework
Bill 184-2026 is a cornerstone of President Luis Abinader’s broader economic overhaul. Since winning re-election in 2024, Abinader has pledged to modernize the national gambling regime to enhance international investment and improve state tax resources.
The latest reforms build on the 2024 launch of a new online gambling licensing framework, transforming the industry into a strictly supervised and taxed business discipline.
Under the new rules, all operators, including land-based casinos, sportsbooks, lottery outlets, and online platforms, must introduce mandatory protection tools. These include:
- Deposit and spending limits.
- Session time restrictions and mandatory cooling-off breaks.
- Automatic player alerts and data collection mandates.
The Directorate of Casinos and Games of Chance (DCJA) has been tasked with rigorous enforcement, ensuring that operators deny access to any individual registered within the central system.
Economic Priorities and Minor Protection
The Abinader administration views these reforms as vital for the country’s fiscal health, integrating the Ministry of Finance, the National Lottery, and the General Directorate of Internal Taxes (DGII) into a unified oversight body. Beyond adult player protection, the resolution introduces tighter safeguards against underage gambling.
Operators must implement enhanced age-verification protocols and parental control tools, while all gambling advertising aimed at minors is now strictly prohibited.
The Dominican government views these steps as essential for establishing a mature, transparent market that aligns with international standards. By formalizing approvals for anti-money laundering (AML) and criminal checks, the nation is positioning itself as a secure hub for regulated gaming in the Caribbean.
