
In a significant legislative shift, the Colombian gaming regulator, Coljuegos, has released Agreement 01 of 2026, drastically amending the regulatory definition of “Instant Win Games.”
This update effectively removes the restrictive barriers established in 2023, which had limited the industry to only three authorized titles. The move is widely viewed as a modernization effort designed to invite international investment and diversify the gaming options available to Colombian citizens.
A Technology-Neutral Framework
The previous regulation was criticized for being overly narrow, only permitting games like Aviator and Cops and Robbers. The new framework abandons this specific listing in favor of a technology-neutral approach based on three core technical pillars:
- The use of a Random Number Generator (RNG) to determine outcomes.
- A prize structure defined by either fixed or progressive multipliers.
- Direct player interaction, allowing the user to decide when to cash out or execute actions to secure a prize.
This expansion is expected to legalize a broad range of popular mechanics, including Crash, Mines, Tower, and Pick-and-Reveal games, which have already seen massive success in other regulated European and Latin American markets.
By focusing on the mechanics rather than the titles, the Colombian gambling regulator has created a pathway for global studios to bring their entire high-speed interaction portfolios to the region.
Maintaining Traditional Exclusions
Despite the broader definitions, the regulator has maintained strict boundaries for traditional lottery products. Permanent bets, chance games, and pre-printed lotto remain excluded from the “Instant Win” category and continue to be governed by separate, existing authorities.
The adoption of Agreement 01 followed extensive consultations with the Information Technology office, gaming suppliers, and certification labs. This collaborative process ensures that the new games entering the market meet international security standards while contributing to Colombia’s digital economic growth.
This update represents one of the most progressive changes in the history of Colombian online gaming, providing a stable foundation for the next decade of market expansion.
