The Dutch Gaming Authority, Kansspelautoriteit (Ksa), has officially reprimanded online operator 711 after discovering that the company required certain customers to wager deposited funds before permitting withdrawals.
Addressing improper wagering conditions on non-standard payment methods
According to regulatory standards, mandatory wagering requirements are strictly prohibited unless attached to a promotional bonus under rigorous conditions, and operators are legally obligated to process player fund withdrawals immediately.
The Ksa initiated intervention after receiving reports that 711 applied mandatory wagering rules to customers using payment methods outside of regular bank accounts. While the operator defended the practice as an anti-money laundering safeguard, the regulator emphasized that structural conditions preventing immediate withdrawals violate Dutch law.
Although investigations into financial transactions can result in temporary delays, regulatory guidelines dictate that such delays must be kept to an absolute minimum and never entail permanent suspension or forced wagering. Following immediate discussions with the Ksa, 711 adjusted its procedures to prevent future occurrences and confirmed that players could obtain direct refunds to their original payment methods without wagering.
The Ksa reminded all licensed operators that rules regarding immediate payouts were established in 2024, warning that further infractions will attract severe regulatory penalties.
