New Technological Integration Streamlines Registry Data Exchange to Ensure Privacy and Compliance Under Cabinet Resolution No. 804
PlayCity has officially announced a tender for the development of a specialized software module designed to establish electronic interaction between the Register of Persons with Restricted Access to Gambling and the State Register of Military Personnel, implemented by the Ministry of Defense of Ukraine.
Authorized by Cabinet of Ministers Resolution No. 804, approved on June 17, 2026, and published on June 24, 2026, the initiative establishes an automated information exchange via the Trembit system. This technical milestone is vital for launching automatic verification mechanisms that restrict military personnel from participating in gambling activities.
Implementation Timeline and Verification Process
Following the development of the software module, PlayCity and the Ministry of Defense will execute rigorous testing to ensure the seamless and correct interaction between both state registries.
Under Resolution No. 804, a six-month window has been mandated to complete testing and verification, placing the final deadline on December 24, 2026. Once successfully inspected, the results will be formalized in an official act published on PlayCity’s website, triggering the official launch of the automated restriction mechanism.
How the Automated Verification Works
When a player registers or logs into a platform, the licensed gambling operator initiates a query to the Register of Persons with Restricted Access to Gambling. If no direct restriction appears in that database, the system automatically cross-references information via the State Register of Military Personnel.
To protect user confidentiality, operators will not receive specific data regarding a player’s military status or the underlying reason for a restriction. Instead, the system returns a binary result indicating only the presence or absence of a restriction, safeguarding sensitive personal information while maintaining regulatory compliance.
Existing Self-Restriction and Family Application Options
While the automated military personnel verification system is currently under development, various general self-restriction mechanisms remain fully operational in Ukraine for all citizens:
- Self-Exclusion: Individuals can independently apply for restrictions lasting anywhere from six months to three years, obligating all licensed operators to block access.
- Family Requests: First-degree family members or legal representatives can submit reasoned applications in cases where gambling expenditures cause severe financial hardship, significant debt obligations, unpaid alimony exceeding three months, or the receipt of housing subsidies and public assistance benefits.
Applications for self-restriction or restrictions concerning family members can be submitted directly online through the official PlayCity website.
