The Hong Kong Police Force has issued a severe public warning alerting football fans that placing sports wagers through unauthorized offshore websites constitutes a direct violation of local criminal statutes.
The judicial warning comes as cyber-enforcement units prepare for a projected spike in illegal bookmaking activities linked to the upcoming FIFA World Cup 2026, which officially commences on June 11.
Zero-Tolerance Mandate for Offshore Visual Proxies
The organized crime divisions issued the explicit compliance reminder immediately after world football’s governing body, FIFA, announced its first official prediction market partnership for the tournament. The force made it clear that any resident located within Hong Kong who executes a sports wager with an unlicensed local or offshore bookmaker outside of the state’s sole authorized channel—the Hong Kong Jockey Club—will face immediate prosecution under the strict parameters of the Gambling Ordinance.
Chief Inspector Wong Yu-fai of the force’s Organised Crime and Triad Bureau clarified that promotional claims of external corporate licensure carry zero legal weight within local borders, warning that digitalization has significantly altered tracking frameworks:
“Some online gambling websites present themselves as legally registered overseas. Anyone in Hong Kong who gambles on such sites may already have committed the offence of betting with a bookmaker.
Illegal bookmaking syndicates are increasingly using digital channels to contact punters and settle bets, including websites, phones, social media and messaging platforms. Digitalisation has made enforcement more difficult than traditional bookmaking, which relied on physical contact between punters and agents, but police have the expertise to handle such cases. Engaging in illegal gambling or betting is like opening the door to criminals, with a person’s phone number and bank account then becoming known to the criminal world.”
The force strictly warned residents against utilizing virtual private networks (VPNs) or alternative proxy masking software to access offshore betting networks. Officers emphasized that the central factor in proving a criminal offense remains the physical transaction of funds between the consumer and the bookmaker.
The alert follows FIFA’s April appointment of Gibraltar-registered, Abu Dhabi-based platform ADI Predictstreet as its official prediction market partner for the tournament. While the platform allows select global users to trade on match results and player statistics, Hong Kong police noted that officially affiliated platforms are restricted strictly to registered residents inside specific European jurisdictions. They do not legally permit users residing in Hong Kong to participate.
Combating Triad Financing and Youth Psychological Harm
Official law enforcement data reveals the massive scale of ongoing anti-gambling sweeps.
