The General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates has officially appointed veteran entertainment executive Ciarán Carruthers as its new Chief Executive Officer, effective immediately.

Carruthers replaces Jim Murren, the Chairman of the GCGRA board, who had been managing daily operations as interim CEO following the departure of Kevin Mullally in November of last year.
Extensive International Luxury Resort Background
Carruthers transitions to the regulatory authority boasting more than 40 years of senior leadership experience across the global luxury integrated resort and gaming sectors. Most recently, he operated as the Chief Executive Officer of Australia’s Crown Resorts from September 2022 through November 2024.
Prior to his executive run in Australia, Carruthers served a major term as the Chief Operating Officer of Wynn Macau, alongside holding diverse senior operational roles with international destination resort operators including Sands China, Asia Pacific Gaming, and Galaxy Casino. Additionally, he spent 11 years directing corporate logistics as the Vice President of Operations and Business Development for International Casino Services.
The GCGRA functions as the centralized federal body tasked with crafting and enforcing the statutory framework for the UAE‘s emerging commercial gaming market, highlighted by multi-billion dollar developments like the upcoming Wynn Al Marjan Island. Carruthers becomes only the second full-time, permanent CEO to lead the regulator since its historic formation in September 2023.
Structural Adjustments and International Regulatory Frameworks
GCGRA Chairman Jim Murren stated that Carruthers’ extensive multi-jurisdictional compliance history aligns perfectly with the strict architectural demands of the authority:

The federal authority launched with a highly experienced leadership core. Its inaugural CEO, Kevin Mullally, a long-time veteran of Gaming Laboratories International (GLI) and former Executive Director of the Missouri Gaming Commission, stepped down after a two-year tenure to return to the United States.
Following his departure from Abu Dhabi, Mullally was appointed as the first-ever permanent Chief Executive Officer of the International Association of Gaming Regulators (IAGR) in February 2026, transitioning the association into a structured corporate executive format after operating as a purely member-led body since its founding in the 1980s.
