The Brazilian Institute for Responsible Gaming (IBJR) has officially announced the appointment of Carlos Lima as its new executive president.
Boasting a deep professional background in corporate advocacy, government relations, and structural public policy development, the executive takes operational control of the organization at a vital turning point as Brazil consolidates its federal fixed-odds betting and online casino framework.
Strengthening Institutional Protections and Safety Standards
At the head of the Institute, Lima is tasked with accelerating technical and institutional communication channels with the federal government, Congress, national regulatory bodies, and civil society groups.
The overarching goal remains centered on improving the country’s regulated environment while maximizing the baseline value of authorized companies operating in absolute compliance with Brazilian law. The incoming executive president emphasized that transparent, data-driven guardrails are mandatory to build long-term market trust:
“The maturation of the betting market in Brazil requires actions guided by data, transparency, governance and legal certainty. A regulated environment is the main tool to guarantee consumer protection, the integrity of the activity and the sustainable development of the sector.”
According to the new president, comprehensive state regulation serves as an essential safety distinction that effectively isolates fully authorized operations from untracked clandestine platforms operating completely outside the law. Lima noted that these formal boundaries function as an active shield for the domestic population:
“Regulation should be understood as a seal of safety for the consumer. It establishes clear rules, protection mechanisms, responsible gaming policies and compliance obligations that do not exist in the illegal market. Strengthening the regulated market means protecting Brazilian citizens and creating conditions for investments, jobs and tax revenue to remain in the country.”
Throughout his professional career, Lima has managed complex regulatory agendas across socio-economically sensitive industries, prioritizing transparent, predictable business environments. Concurrently, IBJR co-founder Andre Gelfi, a primary architect of Brazil’s regulatory design, will remain with the organization as an active member of the board and director to maintain institutional continuity.
